Dubai Silicon Oasis to Host Massive AI-Ready Data Centre in New DIEZ-VOLT Deal

Dubai is doubling down on its AI ambitions, and this time the focus is firmly on infrastructure. Dubai Integrated Economic Zones Authority (DIEZ) has entered a joint venture with VOLT UAE, the regional arm of Dutch data centre and AI factory developer VOLT, to build a new AI-ready data centre in Dubai Silicon Oasis.

The project will rise within Dubai Silicon Oasis, DIEZ’s dedicated technology and innovation hub. For anyone who has walked through that zone lately, you can feel the shift – more deep-tech firms, more cloud players, more AI startups trying to turn big ideas into real products. Reliable computing power is no longer a luxury; it’s the backbone. And, honestly, it was only a matter of time before capacity had to catch up.

The campus is planned to cover up to 60,000 square metres and will be rolled out in two phases. The first phase will deliver 29 megawatts (MW) of available capacity. The second phase is expected to add a further 100MW of committed power capacity. In simple terms, that is a serious scale-up. Data centres measure their strength in megawatts because it reflects how much IT load they can handle, and therefore how many servers, AI models and cloud services can run inside.

Under the agreement, DIEZ will provide the land and core infrastructure. VOLT UAE, meanwhile, will take charge of developing and financing the project, as well as overseeing construction, design, leasing and day-to-day operations. It’s a clear split of responsibilities, and on paper at least, looks spot on.

Schneider Electric, which already has its regional headquarters in Dubai Silicon Oasis, will collaborate on the advanced electrical systems and power distribution, alongside the smart infrastructure that modern data centres now require. That kind of partnership matters. AI-ready facilities are not just about racks of servers; they depend on energy efficiency, cooling technologies, and resilient power management, otherwise costs can spiral quickly.

Interestingly, no official timeline or budget has been disclosed. That said, industry estimates help frame the scale. Real estate consultancy JLL noted earlier this year that average global data centre construction costs are expected to rise by 6 per cent in 2026, reaching around $11.3 million per MW. If you do the maths, even the initial 29MW phase represents a hefty investment. The second phase? Let’s just say it won’t be pocket change.

From where I stand, watching the MENA startup scene evolve over the years, infrastructure news like this is not always flashy, but it is definatley foundational. At Arageek, we often speak with founders building AI-driven products, and one frustration pops up again and again: access to scalable, local computing power. Sending workloads abroad can be both costly and, at times, a bit of a faff due to latency and data regulations.

On the flip side, more local capacity could attract international AI players to set up shop in Dubai Silicon Oasis, strengthening the ecosystem further. And believe it or not, data centre announcements are sometimes the quiet signals of a much bigger economic shift. When computing power grows, startups usually follow.

I reckon this move shows how seriously Dubai is taking the AI race. It’s not just about announcing strategies and vision statements, it’s about laying cables, securing land, and committing megawatts. The real test, of course, will be execution and how quickly that capacity comes online. But for now, the direction seems clear: more power, more scale, and a stronger backbone for the region’s next wave of tech ventures.
