Morocco is making a serious play in artificial intelligence, and not in a half-hearted way. Under its “Maroc IA 2030” roadmap and the broader “AI Made in Morocco” banner, the country is laying out an ambition that is, frankly, hard to ignore: a 100 billion dirham (around $10 billion) contribution to GDP by the end of the decade.

The strategy, presented by Minister Amal El Fallah Seghrouchni, signals a shift in mindset. Morocco does not want to remain simply a user of imported technology. The aim is to become a sovereign producer of AI solutions, building tools at home rather than constantly looking abroad. In a world where algorithms are shaping everything from health services to logistics, that’s no small thing.

I have seen how startups across the MENA region often struggle with dependency on foreign tech stacks. It can be a bit of a faff, licensing issues, costs in hard currency, limited local adaptation. The headline numbers are bold. The plan targets the creation of 50,000 specialised roles in areas such as machine learning and robotics. At the same time, authorities want to train 200,000 graduates with relevant digital skills. That’s not just about flashy AI labs; it’s about building a talent pipeline broad enough to sustain an entire ecosystem.

And believe it or not, the vision goes beyond economics. Morocco also wants to position itself as what has been described as a “third voice” in global AI governance. The idea is to contribute to international debates around ethics and regulation, balancing established Western frameworks with the priorities of the Global South and the African continent. That’s an interesting angle. Too often, rules around emerging technologies are shaped by a handful of powerful nations, while others simply adapt.

Key elements of the strategy include strengthening industrial innovation through initiatives such as the Al-Jazari Institute for Industry X.0 and developing a national network of centres of excellence. Industry X.0, essentially the next evolution of smart manufacturing, blends AI, automation, and data analytics to upgrade traditional sectors. It may sound technical, but the concept is simple: use intelligent systems to make factories, supply chains and services more efficient and competitive.

On the flip side, big targets always come with big questions. Delivering 50,000 high-skilled jobs and training hundreds of thousands of graduates will require consistent investment, tight coordination between universities and industry, and, crucially, patience. Ecosystems do not grow overnight. I reckon the real test will not be the vision itself, which is compelling, but the execution over the next four years.

That said, Morocco’s timing could work in its favour. Many countries are still figuring out their AI posture. By moving early and setting measurable goals for 2030, Rabat is trying to carve out a clear position in a crowded field. It’s an amibitious bet, no doubt.
