FOO Partners with Omantel’s OMPAY to Launch Oman’s Cashless Society Initiative

FOO has partnered with OMPAY to launch a scalable digital wallet in Oman.

The wallet enables P2P, P2M, QR payments and “instant virtual cards”.

It supports remittances to 200 countries, aiding expatriates and underbanked communities.

Built on microservices, it offers secure onboarding, encryption and fraud prevention tools.

The move backs Oman’s “cashless, connected economy” and wider digital ambitions.

FOO, the UAE-headquartered B2B fintech solutions provider, has teamed up with OMPAY, a subsidiary of Omantel, to power a new generation digital wallet aimed at accelerating Oman’s shift towards cashless payments.

The move slots neatly into Oman’s wider digital transformation agenda, which has been gathering pace over the past few years. As someone who has watched startups across the region wrestle with regulation, infrastructure and adoption, I can say building solid payment rails is no small feat. It’s often a bit of a faff before you get it right. That said, partnerships like this show how the ecosystem is maturing.

Under the long-term collaboration, FOO acts as the technology partner behind the OMPAY wallet. The platform is built to be scalable and modular, enabling features such as seamless digital payments, virtual card issuance and other financial services for both individuals and businesses.

Users of the OMPAY wallet can access peer-to-peer (P2P) and peer-to-merchant (P2M) payments, QR-based and contactless transactions, and instant virtual cards for online and in-store purchases. There is also support for international remittances to more than 200 countries, alongside wallet top-ups and real-time transaction tracking. In practical terms, this means faster everyday payments, cheaper cross-border transfers for residents, and improved access to financial tools for underbanked communities across the Sultanate.

And believe it or not, remittances remain a crucial piece of the puzzle in Oman, where a large expatriate population regularly sends money home. Making that process smoother and more affordable is definately a step that could have real social impact.

The wallet runs on FOO’s microservices-based architecture, which allows new features to be added without overhauling the whole system. OMPAY is also using FOO’s digital onboarding and security framework, offering automated registration backed by authentication, encryption and fraud prevention tools.

OMPAY operates as a licensed fintech regulated by the Central Bank of Oman, with backing from Omantel. Sami Elloumi, CEO of OMPAY, described the partnership as going beyond technology, saying it reflects a commitment to building a resilient and inclusive digital payments ecosystem for individuals and businesses in the country. He added that the company aims to continually evolve its services in line with user needs, supported by a robust and scalable wallet platform.

Ghady Rayess, CEO of FOO, said the collaboration supports Oman’s ambition for a more digital and inclusive financial landscape. He noted that FOO’s focus is on helping partners launch and scale innovative financial products quickly, while aligning with national priorities.

On the flip side, competition in digital wallets across the region is heating up. Banks, telcos and startups are all jostling for market share. I reckon the winners will be those who balance compliance, user trust and speed to market, not just flashy features. In that sense, having a regulated local player like OMPAY working hand in hand with an experienced regional tech provider could prove spot on.

The OMPAY wallet is currently available through Android, Apple and Huawei app stores, opening the door for wider adoption as Oman continues its march towards a cashless, connected economy. For entrepreneurs watching from across MENA, especially the Arageek crowd, it’s another reminder that fintech innovation in the Gulf is no longer a distant vision. It’s happening, right here, right now… and the pace is only picking up.
