Khalifa Fund signed an MoU with Keeta to back Emirati F&B entrepreneurs.

The deal helps start-ups expand into modern sales channels and delivery platforms.

Flexible commercial frameworks and development programmes aim to boost sustainability and competitiveness.

A focus on Al Ain seeks to nurture local enterprises and widen market access.

Both sides say digital transformation is essential for sustainable growth.

Khalifa Fund for Enterprise Development has signed a new Memorandum of Understanding with Keeta, the on-demand food delivery platform backed by global tech giant Meituan, in a move designed to give Emirati food and beverage entrepreneurs a stronger foothold in the digital economy.

The agreement, signed in Abu Dhabi by His Excellency Khalifa Saeed Al Kuwaiti, Executive Director of the Entrepreneurship Sector at KFED, and Lucas Xie, General Manager of Keeta UAE, was witnessed by Her Excellency Mouza Obaid Al Nasri, CEO of KFED. At its heart, the partnership aims to help homegrown concepts, start-ups and SMEs expand across modern sales channels and reach a wider customer base.

If you’ve ever spoken to a founder running a small café or cloud kitchen, you’ll know that getting listed on delivery apps can be a bit of a faff. The paperwork, the margins, the marketing, it all adds up. So I reckon initiatives like this, when structured well, can genuinely shift the needle for local operators trying to compete with big-name chains.

Under the MoU, KFED and Keeta plan to roll out flexible commercial frameworks and targeted growth initiatives to support financial sustainability. That includes specialised development programmes to sharpen operational readiness, improve service quality and strengthen competitiveness in what is, let’s be honest, a crowded and fast-moving market. The idea is not just to get businesses online, but to help them build brands that reflect national identity and earn consumer trust.

Al Kuwaiti described the collaboration as an important step in empowering Emirati entrepreneurs, particularly in the F&B space, by equipping them with advanced digital solutions. He emphasised that digital transformation is no longer optional for sustainable growth. There is also a clear focus on Al Ain, which he highlighted as a vital hub for innovation and entrepreneurship. The plan is to nurture local enterprises there, connect them with regional and international opportunities, and broaden their market access—ultimately strengthening Abu Dhabi’s diverse economy.

On the flip side, delivery platforms themselves are under pressure to demonstrate real value beyond just logistics. Xie said the agreement reflects Keeta’s commitment to supporting the UAE’s entrepreneurial ecosystem, noting that the company sees its role as going beyond delivery to enabling SMEs and homegrown brands to scale confidently. According to him, the partnership aims to create an environment where entrepreneurs can build sustainable businesses aligned with evolving local market needs.

That broader vision, combining KFED’s experience in SME development with Keeta’s digital and operational capabilities, feels spot on for the direction the region is heading. Across MENA, we keep hearing about digital integration, but for many small businesses it still feels like a big leap. Programmes that offer hands-on support, rather than just buzzwords, could make that transition smoother.

At Arageek, we often say that empowering founders is not just about funding; it is about access, networks and practical tools. Deals like this definately tick some of those boxes. Whether the results will match the ambition remains to be seen, but the intent is clear: help Emirati F&B entrepreneurs plug into the digital economy and grow on their own terms.

And in a sector where margins are tight and competition fierce, every smart partnership counts. Sometimes, that’s what makes all the difference between surviving and truly scaling.
